Can intelligence be measured in terms of speed?

No. Speed tends to reflect ability to deploy intelligence, as opposed to intelligence proper. You just wake up and you are groggy, and you try to solve some problem. It takes you a while. Later in the day, when you are alert, it takes you one tenth as much time to solve the problem. Did your intelligence increase during that time? No. What increased was your ability to deploy your intelligence.
